Today by the First Deputy Head of the FEZ of “Soughd” Mr. Zikryozoda Suhrob in the building of this Administration was held a press conference about results of the activities of the FEZ of “Soughd” in 2021, where he informed the media representatives about the achievements of the FEZ of “Soughd”.
During the speech, it was noted that the Administration of the FEZ “Sougd” excepted the necessary measures to the fulfill the instructions and orders of the Founder of National Peace and Unity – the Leader of the Nation, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, the decree of the Government of the Republic of Tajikistan, the instructions and orders of the Ministry of Economic Development and Trade, the implementation of the Law of the Republic of Tajikistan “About free economic zones”, Regulation of the Free economic zone of “Soughd”, the Work plan of the zone for 2021.
As a result, in 2021, 2 new subjects were registered in the FEZ “Sougd”, 4 subjects started its production activities, and the number of active subjects increased from 14 subjects in 2020 to 18 subjects.
The total industrial output of FEZ “Soughd” consisted 295.4 mln. Somoni that is more by 111.2 mln. somoni or 60.3 % in compare to the 2020.
In this period, the volume of construction works and services amounted 5745.8 thousand somoni, which is 24.5% more than in 2020.
In the reporting period, the volume of export products of the subjects amounted 105.2 mln. somoni that increased by 61.7 mln. somoni or 2.4 times in compare to the 2020.
In 2021, subjects of the FEZ of “Soughd” exported their products mainly to the Kazakhstan, Kyrgyzstan, Uzbekistan, Germany, Iraq, Turkey, Russia and the United Arab Emirates.
In 2021, the volume of direct investment in the FEZ of “Soughd” amounted 18.1 mln. somomi, which increased by 1.2 mln. somoni or 7.1% in compare to the 2020, and since the beginning of the activity of FEZ “Sougd” became equal to the 115.2 mln. Somoni.
In 2021, the total number of jobs places in the FEZ of “Sougd” equaled by 774 people, which is more in 106 jobs or 15.9% than in 2020 (668 people).
In current year, from the subjects of the FEZ of “Sougd” was entered 5.3 mln. somoni to the public budget due to payment of relevant taxes (income tax and social tax) which is more in 0.9 mln, somoni or 20.4% in compare to the 2020.
In this period, the volume of payment of customs duty and value added tax amounted 31.8 mln. somoni to the public budget for the account of subjects of the FEZ Soughd which is more in 10.8 mln. somoni or 51.4% in compare to the 2020.
Zikriyozoda Suhrob informed at a press conference that the Administration of the FEZ Soughd in 2021 held meetings and negotiations with representatives and entrepreneurs of foreign countries, international organizations, including the Chairman of the Chamber of Commerce and Industry of the Russian Federation Mr. Sergey Katirin, Ambassador the Republic of France in Tajikistan, Mr. Michel Tarran, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany in the Republic of Tajikistan, Mr. Andreas Protmann, Director of the Association of Clusters, Technoparks and MMI of the Russian Federation, Mr. Andrey Viktorovich Shpilenko, Investors and Entrepreneurs Circles of the Chelyabinsk region of the Russian Federation, the Republic of Bashkortostan of the Russian Federation , Lipetsk region of the Russian Federation, Krasnoyarsk region of the Russian Federation, Mogilev region of the Republic of Belarus, Mr. Sezin Sinanoglu, Head of the Permanent Mission of the UN in the Republic of Tajikistan, Advisor of the Japan International Cooperation Agency (JICA) in Tajikistan Mr. Hiromi Niino.
Currently, the construction works and the installation of equipment in several entities and the improvement of the territories of the FEZ of “Soughd” are ongoing and the leadership and employees of the FEZ of “Soughd” are working every day to achieve the fourth national goal “Rapid industrialization of the country”, to fulfill the instructions and orders of the Founder of Peace and Unity – National Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon is implementing beneficial measures in connection with the declaration of 2022-2026 “Years of Industrial Development”.

The head of Administration – Kamoliddinzoda I. briefly reported the results of activity and development of FEZ for the first half of 2021.
It was mentioned that nowadays there 30 business entities are registered in the Sughd FEZ, fifteen of which began their production activities and services.
He also noted that during this period the volume of construction work in the Sughd FEZ reached 664.8 thousand TJS, which is 2.6 times more than in the same period of 2020. In January-June 2021, the volume of services in the Sughd FEZ reached 1,600.8 thousand TJS, compared to the same period in 2020 it amounted to 102.8%. The volume of direct investments in the first six months of 2021 amounted to 10.8 million TJS, compared to the same period last year, increased by 122.7 percent (8.8 million TJS).
It was also noted that the total number of jobs in Sughd FEZ since the beginning of its operation has reached 716 people, which is more than 110 new jobs compared to the last year.
Also Kamoliddinzoda I. added that at the end of June of this year, the Administration of Sughd FEZ held a ceremony of awarding a certificate to a new entity and noted that today the relevant documents of another entity have been transferred to the Commission for consideration of business plans and investment projects of applicants for obtaining the status of a FEZ subject under the Ministry of Economic Development and Trade of the Republic of Tajikistan.
During the press conference, the Head of the FEZ Administration answered all the questions that were asked by the media representatives.
Journalists were interested in the subjects of the free economic zone, their products, their competitiveness and export abroad, the impact of the Covid-19 Coronovirus on the activities of the enterprises of the Sughd FEZ and future plans.
Answering all the questions, Kamoliddinzoda I. noted that the Administration of Sughd FEZ will take measures to realize the goals set before Sughd FEZ.

On July 30, 2021 the Commission for the consideration of business plans and investment projects of applicants for obtaining the status of a FEZ subject under the Ministry of Economic Development and Trade of the Republic of Tajikistan approved a project for the production of PVC skirting boards on the territory of Sughd free economic zone. Khujand Plast LLC is the initiator of the project for the production of PVC plinths for building and finishing materials and wiring accessories. The declared volume of investments in the project is 7,500,000 TJS or approximately 680,000 USD.
Along with providing the domestic market, the products will be exported to Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan, Afghanistan, Russia, Ukraine, Belarus and European countries.
The enterprise, which will be built using the most advanced technologies and equipped with modern equipment
With the full capacity utilization of the enterprise 200 thousand tons per year, 200 people will be involved in the work.
On July 9 of this year, the Administration of Sughd FEZ held a solemn presentation of a Certificate to the new enterprise, confirming the status of a subject of FEZ. The head of the FEZ Administration Kamoliddinzoda I. wished the director of the company great success and significant performance results. 
On June 16, this year the Commission for consideration of business plans and investment projects of applicants for obtaining the status of a FEZ subject under the Ministry of Economic Development and Trade of the Republic of Tajikistan had adopted the investment project of Sugdiyona Agro LLC for the production and packaging of dried fruits in the territory of the Sughd FEZ was approved.
The aim of the project is to establish efficient production using modern technologies for the production and packaging of pistachios, nuts and cashews.
Note that this is the second entity in the Sughd FEZ, which will be invested at the expense of the Uzbek investor’s own funds. The declared volume of investments in the project will amount to more than 500 thousand USD. The production process will be carried out on modern equipment that ensure the environmental safety of production. From the date of commencement of operation, 25 new jobs will be created.
Within the framework of this project, the finished products of Sugdiyona Agro LLC will be exported to the markets of the CIS countries, as well as, as they modernize and obtain international quality standards, to the countries of the European Union.
On June 18 of this year, the Administration of the FEZ “Sughd” held a solemn presentation of the certificate of the subject’s status to the new enterprise. The head of the FEZ Administration Kamoliddinzoda I. wished the new company great success and good activity results.

On June 5-10 of this year, study tours to industrial enterprises were organized in the free economic zone of Sughd with the participation of professional teachers, masters of industrial training, heads of lyceums of cities and districts of a number of regions of the Republic. The study trip was organized in accordance with the requirements of the project “Strengthening professional education and training”, the main purpose of which is to familiarize with the production process, modern production technologies, strengthening cooperation between educational institutions and employers.
The head of Administration Kamoliddinzoda I. greeted the guests in the conference hall and provided the participants with detailed information about the conditions, the existing advantages and possibilities of Sughd FEZ. Also during the meeting, the participants received answers to their questions.
After the presentation of Sughd FEZ according to the program of the visit, the guests visited a number of enterprises of FEZ. The guests got acquainted with the course of activities and production of products of OJSC “Ariana Metal Plast”, LLC JV “Silkoat Boyya”, LLC JV TT “Tajprof”, LLC “Star Plast” highly appreciating the quality of the products, the guests discussed with the company management about the possibilities of cooperation.
It should be noted that the Ministry of Labor, Migration and Employment of the Republic of Tajikistan for the implementation of the project “Strengthening vocational education and training” organizes similar tours in five priority sectors of the economy such as energy, agriculture, transport, construction and tourism.
Also, study trips to industrial enterprises outside the Sughd FEZ were organized to Guliston Carpet Factory OJSC, Organic Yan LLC (in Jabbor Rasulov District), Javoni LLC, Nasoji Khujand, meat processing enterprise Kabiri LLC and others.
Sughd free economic zone established cooperation with the Technological Park of the Tajik State University of Law, Business and Politics (TSUPSP), as a result of which it was planned to improve the activities of acting entities.
This intention was carried out within the framework of the Peshsaf project, where ten selected teams from among students and high school students studied the activities of the subjects and identified specific problems and ways of their innovative solutions.
To participate in the project, FEZ enterprises such as Ravzana Plastik, Star Plast, Ariana Metal Plast, Fortuna-Ko, Archa Mebel, Silkoat Boya and others were involved.
Basically, the project participants worked in such areas as marketing, product promotion, SMM, HR, etc.
On April 16, 2021, at the final event (pitching) of the 8th cycle of the Peshsaf project, funded by UNICEF Tajikistan, out of 10 innovative projects, the jury selected 5 winning projects, which will receive initial funding in the amount of 2 to 3 thousand TJS.
The projects will be presented to companies in the FEZ that have already expressed their willingness to acquire some of the ideas from the participants. This will provide an opportunity for young professionals to gain not only professional experience in working with the private sector, but also an opportunity for additional income, and for enterprises – innovative solutions to existing problems.`

On October 1, this year a meeting of the permanent headquarters aimed on strengthening activities of free economic zones in Tajikistan held with the participation of representatives of relevant ministries and departments, the private sector, as well as representatives of the Administration of the FEZ “Sughd” , FEZ “Kulob”, FEZ “Dangara”, and subjects of FEZ “Sughd”.
Scheduled meeting in round table format was organized by the initiative of the Ministry of Economic Development and Trade of the Republic of Tajikistan, where activities of all free zones and existing problems were discussed.
The session Chair, Deputy Minister opened the meeting of Economic Development and Trade of the Republic of Tajikistan Solekhzoda A. introduced its agenda, he also spoke about the importance and role of FEZ in the development of the economy of Tajikistan. However, in his speech, he noted a number of existing problems that hinder the growth of FEZ in the country. Then the floor was opened to the Deputy Chairman of the Sughd region A. Yakubi, who, in turn, spoke about some of the problems of the FEZ of Tajikistan and the ways to solve them.
I.Kamoliddinzoda, the Head of the Administration of the FEZ “Sughd”, made a report on the results of the activity of the FEZ “Sughd” for the 8 months of current year he and also listed a number of issues that free zones encounter on their everyday activity. After the end of the meeting, based on agenda, the participants visited the subjects of the FEZ “Sughd” – LLC JV TT “Tajprof” and LLC “Archa Mebel” where they got acquainted with their activities.
In the afternoon, the delegation went to Isfara in order to get familiarized with the state of infrastructure of canning factory in Isfara. It should be noted that it is planned to create a sub-zone for the Sughd FEZ on the territory of this cannery.
