DELEGATION OF THE REPUBLIC OF TAJIKISTAN EXPLORES THE INDUSTRIAL POTENTIAL OF THE BREST AND MINSK REGIONS OF THE REPUBLIC OF BELARUS

 
As part of the 19th meeting of the Intergovernmental Commission of Tajikistan and Belarus on Trade and Economic Cooperation, the delegation of the Republic of Tajikistan visited and explored the operations of several leading industrial enterprises in the Brest Region of the Republic of Belarus.
The Head of the Administration of the Sughd Free Economic Zone, Muhammadzoda Muhammad Sulton, together with members of the delegation, visited the Brest Free Economic Zone, the private production and trade unitary enterprise “Sifania-Ecotechnika”, the “STIM” group of companies, as well as the “Gefest-Technika” unitary enterprise and BNBK LLC (Belarusian National Biotechnology Corporation) in the Minsk Region.
During the visits, members of the Tajik delegation familiarized themselves with the production capacities of the enterprises, modern technologies, manufactured products and their export potential. Particular attention was paid to the localization of production, the introduction of innovative technologies, the development of industrial cooperation and the expansion of investment cooperation.
Representatives of the enterprises briefed their Tajik partners on their activities, ongoing projects and prospects for cooperation, expressing their readiness to further develop mutually beneficial partnerships.
The visit to the industrial facilities of the Brest Free Economic Zone provided an opportunity to identify promising areas for practical cooperation between the Sughd FEZ and the Brest FEZ. The parties also reaffirmed their mutual interest in further developing trade, economic and investment relations.

On July 28, 2026, the 19th Meeting of the Intergovernmental Commission of the Republic of Tajikistan and the Republic of Belarus on Trade and Economic Cooperation was held in the city of Brest. The meeting was co-chaired by the Minister of Agriculture of the Republic of Tajikistan and the Minister of Agriculture and Food of the Republic of Belarus.
During the meeting, the parties discussed the current state and future prospects of trade, economic and investment cooperation, as well as interregional relations between Tajikistan and Belarus. They also considered ways to expand cooperation in industry, agriculture, transport, logistics, education, healthcare, and other areas of mutual interest.
Following the meeting, the Protocol of the 19th Meeting of the Tajikistan–Belarus Intergovernmental Commission on Trade and Economic Cooperation and the Roadmap for the Further Development of Trade and Economic Cooperation between the Republic of Tajikistan and the Republic of Belarus were signed.
It is also worth noting that, within the framework of the representatives’ participation in the meeting of the Intergovernmental Commission, a Cooperation Agreement was signed between the State Institution Administration of the Sughd Free Economic Zone and the Brest Free Economic Zone. The agreement provides for the implementation of a set of joint initiatives aimed at strengthening bilateral cooperation and increasing the volume of trade between the two countries.

On July 29, 2026, representatives of the Administration of the Sughd Free Economic Zone, led by Deputy Head of the Administration Mr. Nurullozoda Z.N., participated in the Investment Forum of Sughd Region and the Regions of the Republic of Uzbekistan. During the event, they presented the investment opportunities and industrial potential of the Sughd FEZ to business representatives and investors from the neighboring country.
The forum brought together more than 110 entrepreneurs and company representatives from the Republic of Uzbekistan, as well as a group of domestic entrepreneurs.
During bilateral meetings, the representatives of the Sughd FEZ Administration provided detailed information on the zone’s tax and customs incentives, modern infrastructure, and favorable business environment. They also invited the participants to establish cooperation and invest in the Sughd Free Economic Zone.
Participation in such international events contributes to the expansion of economic cooperation, the attraction of foreign investment, and the broader promotion of the Sughd Free Economic Zone’s opportunities, while creating favorable conditions for the implementation of new joint projects

SEMINAR-MEETING HELD AT THE ADMINISTRATION OF THE SUGHD FREE ECONOMIC ZONE

 
A seminar-meeting was held at the Administration of the Sughd Free Economic Zone (FEZ) with the participation of representatives of the Tax Department of Sughd Region, the Tax Inspectorate of Khujand City, the Administration of the Sughd FEZ, and resident companies of the FEZ. The seminar focused on ensuring compliance with tax legislation by FEZ resident enterprises and addressing issues related to the submission of tax declarations by FEZ residents.
The event was opened by Mr. Z.N. Nurullozoda, Deputy Head of the Administration of the Sughd FEZ, who welcomed the participants and introduced the representatives of the Tax Department of Sughd Region and the Tax Inspectorate of Khujand City. In his remarks, he emphasized the importance of improving the tax awareness of FEZ residents, providing clarification on the current tax legislation, explaining the procedures for applying tax incentives available within the Free Economic Zone, and discussing current issues related to the activities of FEZ resident companies.
Mr. Habibullo Sa’dulloev, Deputy Head of the Tax Department of Sughd Region, then delivered a comprehensive presentation on tax legislation, procedures for submitting tax reports, the use of electronic tax services, tax declaration requirements, and the tax obligations of taxpayers.
The seminar continued with an interactive discussion between representatives of the tax authorities and the resident companies of the Sughd FEZ, during which participants received detailed answers to their questions.
The Administration of the Sughd FEZ considers such seminar-meetings an important mechanism for improving the investment climate, promoting entrepreneurship, and strengthening cooperation with government authorities, and plans to continue organizing similar events in the future.

On 16 July 2026, a delegation from the pharmaceutical company Sogilomlik Nektari (Republic of Uzbekistan), led by the company’s founder Ms. Shoira Abdissattorovna Tojidinova, visited the Administration of the Sughd Free Economic Zone (FEZ) to explore the Zone’s investment opportunities and discuss prospects for expanding economic and industrial cooperation.
 
During the meeting, the Head of the Sughd FEZ Administration, Muhammadzoda Muhammad Sulton, provided the guests with detailed information on the activities of the Sughd FEZ, its tax and customs incentives, existing infrastructure, and favorable conditions for establishing manufacturing enterprises. In addition, U. Rahimova, Leading Specialist of the Department of International Relations and Investment Promotion, delivered a presentation highlighting the investment potential and advantages of the Free Economic Zone.
 
The representatives of Sogilomlik Nektari highly appreciated the opportunities offered by the Sughd FEZ and expressed their readiness to further explore the implementation of investment projects and expand future cooperation.
 
The Administration of the Sughd FEZ expressed confidence that such meetings will contribute to strengthening economic cooperation between Tajikistan and Uzbekistan and promote the attraction of foreign investment.

As part of strengthening economic and investment cooperation, a delegation of entrepreneurs from the People’s Republic of China visited the Sughd Free Economic Zone (FEZ).
 
The delegation was welcomed by the management of the Sughd FEZ Administration at the Administration’s conference hall. During the meeting, the guests were introduced to the activities of the Sughd FEZ, as well as its incentives and investment opportunities through a presentation.
 
The delegation consisted of representatives of companies engaged in the production of rechargeable batteries and ready-mix concrete for the construction industry. They became acquainted with the investment opportunities, infrastructure, and favorable business environment of the Sughd FEZ and visited two resident companies of the zone — Real LLC and Star Plast LLC.
 
During the meeting, the parties discussed prospects for mutually beneficial cooperation, the implementation of joint projects, the establishment of new production facilities, and the attraction of foreign investment.
 
It was emphasized that the Sughd FEZ Administration provides all the necessary conditions for foreign investors and is ready to offer comprehensive support in implementing new industrial investment projects.

A new production workshop of Fortuna-Co JV LLC, a resident of the Sughd Free Economic Zone, was officially commissioned with the participation of the First Deputy Prime Minister of the Republic of Tajikistan, Hokim Kholiqzoda, and the Chairman of the Sughd Region, Rajab Ahmadzoda.
 
The opening of the new production workshop marks another important step in strengthening the production capacity of the Sughd Free Economic Zone, contributing to increased production volumes, the creation of new jobs, and enhancing the competitiveness of domestically produced goods.
 
During their visit to the enterprise, the guests were introduced to its production capabilities and became acquainted with the future development plans of Fortuna-Co JV LLC.

On 8 July 2026, the Minister of Economic Development and Trade of the Republic of Tajikistan, Abdurahmonzoda Abdurahmon Safarali, paid a working visit to Sughd Region, during which he toured newly established enterprises operating in the Sughd Free Economic Zone, including LLC “Sughd Agro Trade”, LLC “Xintai Metal Sughd”, and LLC “Somon Case”.
During the visit and meetings with the management and representatives of these enterprises, the Minister noted that, under the guidance and instructions of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan,
his excellency Emomali Rahmon, all necessary conditions have been created in the country’s free economic zones to encourage domestic and foreign entrepreneurs and investors to establish modern manufacturing enterprises.
The above-mentioned enterprises are engaged in the production, processing, and innovative packaging of import-substituting and export-oriented products, having created more than 180 new jobs.
In particular, LLC “Sughd Agro Trade” specializes in the production, processing, and innovative packaging of rice. The enterprise has the capacity to process up to 30,000 tonnes of rice annually.
LLC “Xintai Metal Sughd” is engaged in the secondary processing of chemical raw materials and has an annual processing capacity of up to 3,000 tonnes of manganese and antimony.
In addition, LLC “Somon Case” specializes in the production of school backpacks, with a manufacturing capacity of up to 3,000 units per month.

President of the Republic of Tajikistan Emomali Rahmon Inaugurated the Second Phase of Sayri Sughd LLC in the Sughd Free Economic Zone

On July 8, President of the Republic of Tajikistan and Leader of the Nation, His Excellency Emomali Rahmon, inaugurated the second phase of Sayri Sughd LLC in the Sughd Free Economic Zone.

The company’s primary activities include the production of small electric cargo vehicles, bicycles, and 18 types of children’s toys.

During the visit, the President was informed that the facility had been constructed by the Umarov brothers as part of preparations for the celebration of the 35th anniversary of the State Independence of the Republic of Tajikistan. The project aims to promote industrial development and the production of import-substituting goods.

The newly established enterprise employs more than 100 local workers and produces 35 types of products each month, including 250 small electric cargo vehicles, 15,000 bicycles, and 30,000 children’s toys. Approximately 70 percent of the finished products are exported.

The main production buildings, including mechanical processing, welding, packaging, and painting workshops with a total area of 12,500 square meters, are integrated into a fully automated production line equipped with modern, next-generation technologies.

The introduction of advanced technologies has reduced manual labor by up to 90 percent.

It is worth noting that during the inauguration of the first phase of the Sayri Sughd plant on November 19, 2024, President Emomali Rahmon recommended that the company’s founder establish a facility for manufacturing small electric vehicles to meet domestic demand.

Following this recommendation, entrepreneur Mirzo Umarov utilized the tax and customs incentives available in the Sughd Free Economic Zone, imported advanced technologies, and launched the production of small electric cargo vehicles under the Sayr Motors brand.

The electric vehicles manufactured in Tajikistan can travel up to 100 kilometers on a single battery charge.

These vehicles have a payload capacity of more than one ton, accommodate two passengers, and are manufactured with either open or enclosed cabins according to customer demand.

Currently, nearly all bicycle components are produced domestically at the factory, with only three types of parts imported from abroad, demonstrating the high level of expertise of Tajik specialists and the effective application of modern technologies.

Another benefit of the new production technology is a tenfold reduction in manual labor required for wheel balancing.

The company’s management plans to further increase production and exports by taking advantage of the country’s favorable business and investment environment and to contribute significantly to the implementation of Tajikistan’s fourth national strategic goal—rapid industrialization.

President Emomali Rahmon highly praised the founder’s initiative in establishing this modern industrial enterprise, creating permanent jobs, and promoting domestic manufacturing. He instructed the responsible authorities to take additional measures to attract investment to the Sughd Free Economic Zone and support the construction of new industrial facilities.

The Sughd Free Economic Zone was established in 2008 at the initiative of President Emomali Rahmon. Over the past 17 years, 27 industrial and service facilities have been constructed and commissioned with the participation of domestic and foreign investors, while design and pilot work continues at 25 additional projects.

In 2026, five new resident companies were registered in the zone, creating 300 new jobs. Their activities are primarily focused on industrial production and service provision.

On July 2, 2026, a new resident, LLC “Osmoni Orzuhoi Sughd,” was officially registered with the Administration of the Sughd Free Economic Zone. During a ceremonial event, the Head of the Administration of the Sughd FEZ, Muhammadzoda Muhammad Sulton, presented the FEZ Resident Certificate to the company’s Director, Firuz Mahmadalievich Kurbonov.
The company is being established with the investment of Ms. Meng Min from the People’s Republic of China. Its main area of activity will be the production of batteries for electric bicycles and electric tricycles, products that are currently in high demand in the market.
The implementation of this project is expected to contribute to the development of industrial production within the Sughd FEZ, create new jobs, and increase the production of import-substituting goods.
At the end of the ceremony, the Head of the Administration of the Sughd FEZ, Muhammadzoda Muhammad Sulton, wished the company’s management every success and issued instructions aimed at accelerating the construction work by making full use of the available opportunities.
