On September 18, 2025, at the conference hall of the Investment Department of the Sughd Region Executive Authority, a meeting was held between representatives of the regional Investment Department, the Chamber of Commerce and Industry of Sughd Region, the Administration of FEZ “Sughd,” and enterprise leaders with a delegation of entrepreneurs from Switzerland.

According to the approved program, Ms. Rahimova U., Leading Specialist of the Department of International Relations and Attraction of Foreign Investments, delivered a presentation providing specific information about the activities, incentives, and advantages of FEZ “Sughd.”

During the meeting, the entrepreneurs from Switzerland engaged in a Q&A session with representatives of the Administration of FEZ “Sughd” and expressed their wish to visit the zone in order to learn more about its activities.

On September 17, 2025, entrepreneurs from the Republic of Belarus, Mr. Armen Ch. and Edem K., visited the Administration of FEZ “Sughd” with the purpose of familiarizing themselves with the activities of the zone.

The Head of the Administration of FEZ “Sughd,” Muhammadzo da Muhammad Sultan, warmly welcomed the guests in the conference hall of FEZ “Sughd” and provided them with detailed information about the activities and incentives of the Administration. Afterwards, Ms. Rahimova U., Leading Specialist of the Department of International Relations and Attraction of Foreign Investments, delivered a presentation giving specific information about the operations, privileges, and advantages of FEZ “Sughd.” The guests gained accurate insights into the work, benefits, and incentives of FEZ “Sughd” and expressed their willingness to cooperate in the future.

Later, the guests visited several enterprises operating in FEZ “Sughd,” including: LLC “Asiapolitex,” LLC “KF Fortuna-Ko,” and LLC KM TT “Archa-mebel,” and held discussions with the management of these companies regarding their activities in FEZ “Sughd.” At the end of the visit, both sides exchanged commemorative gifts.

On August 25, 2025, representatives of “LTD Shandong Jianlong Plastic Co” from Shandong Province, People’s Republic of China, visited the Administration of the Sughd Free Economic Zone to explore investment opportunities.

The guests were warmly welcomed in the conference hall of the Administration by Mr. Nasirov M.R., Legal Advisor of the Sughd FEZ Administration, and Mr. Halimboyzoda O., Chief Specialist of the Department of International Relations and Investment Promotion, who provided detailed information about the activities, incentives, and advantages of the Sughd FEZ.

At the same time, the entrepreneurs from the People’s Republic of China presented information about their company, which is engaged in the production of plastic products, and noted the favorable conditions for future cooperation and investment in the Sughd FEZ.

On August 22, 2025, the head of the “PIR Sandwich Panel” enterprise of Tashkent city, Republic of Uzbekistan, Mr. Begzod Ganiev, together with representatives of LLC “Technopark” of the Republic of Uzbekistan, visited the Administration of the Sughd Free Economic Zone. The guests were received in the conference hall of the Administration by Mr. Nasirov M.R., Head of the Department of Legal Support, Personnel and Special Affairs, who explained the advantages and benefits of the Sughd FEZ provided to its residents.

Then, Mr. Begzod Ganiev presented detailed information about the activities of LLC “Technopark” through a video clip. Afterwards, Ms. Fayzulloeva Sh., Leading Specialist of the Department of Legal Support, Personnel and Special Affairs, delivered a presentation providing essential information about the activities of the Sughd FEZ.

In conclusion, both sides expressed their readiness to make joint efforts to create a solid foundation for the development of mutually beneficial cooperation in key economic sectors.

On August 16, 2025, the labor collective of the Administration of Sughd Free Economic Zone, together with the zone’s resident companies, took part in the nationwide clean-up campaign. They cleared the surrounding area of the Administration and their enterprises from weeds, and cleaned the roadsides and irrigation ditches from various waste.

The purpose of this initiative is to prepare for and give a worthy welcome to the upcoming national and state holidays.

The participants of the campaign, with a strong sense of responsibility and diligence, expressed their commitment to continue contributing to the cleanliness and improvement of the environment around their enterprises in the future.

On August 15, 2025, the First Deputy Minister of Economic Development and Trade of the Republic of Tajikistan, Mr. Solehzoda Ashurboy Abduvohid, visited the Administration of the Sughd Free Economic Zone to familiarize himself with the activities of the administration and the progress of construction works carried out by the zone’s residents.

Deputy Head of the Administration of the Sughd FEZ, Mr. N.A. Hakimov, warmly welcomed the distinguished guest in the meeting hall and introduced the staff members.

Subsequently, the First Deputy Minister gave a number of instructions to the administration staff. These included the implementation of the directives of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, H.E. Emomali Rahmon, regarding the efficient use of electricity, prevention of violations in this field, and conducting awareness campaigns among the zone’s residents on the above-mentioned issues.

He also emphasized the importance of fulfilling the 2025 work plan of the Sughd FEZ Administration approved by the Ministry of Economic Development and Trade of the Republic of Tajikistan, active participation in forums and exhibitions, attracting more investments, and registering new residents in the Sughd FEZ.

At the same time, the First Deputy Minister held discussions with the administration’s leadership regarding the existing challenges in the Sughd FEZ and underlined that the Ministry will work on resolving them.

At the end of his visit, Mr. Solehzoda A.A. familiarized himself with the activities of the Sughd FEZ residents — LLC “Asiapoliteks,” LLC KM TT “Afrang Plastic,” the construction works of LLC “Donai Almos,” as well as the main building of the Sughd FEZ Administration.

On August 7, 2025, entrepreneur of the Islamic Republic of Iran, Jafar Shivazi, visited the Administration of FEZ “Sughd” to learn about investment opportunities.

The Head of the Administration of FEZ “Sughd,” Muhammadzoda Muhammad Sultan, warmly welcomed the guest in the conference hall of the Administration and provided information about the activities of FEZ “Sughd.” In addition, the Chief Specialist of the Department of International Relations and Investment Attraction, Halimboyzoda Ozodjon, gave a detailed presentation on the activities, benefits, and advantages of FEZ “Sughd.”

The Iranian entrepreneur then shared information about the activities of his enterprises, which are engaged in flour processing using advanced German equipment. He noted that he had established several flour milling enterprises in the Islamic Republic of Iran and the Republic of Azerbaijan and plans, considering the favorable conditions in FEZ “Sughd,” to open a flour processing plant in the Republic of Tajikistan — a country with a common language and culture.

In conclusion, it should be noted that the visit and introduction of the distinguished guest took place in an atmosphere of friendship and mutual understanding.

On August 1, 2025, a press conference was held at the Sughd FEZ Administration building to summarize the socio-economic activities of the Sughd FEZ for the first half of 2025. During the event, the Head of the Administration, Muhammadzoda Muhammad Sulton, briefed media representatives on the achievements of Sughd FEZ.
In his speech, it was noted that in January-June 2025, the Sughd FEZ Administration implemented necessary measures in line with the instructions of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, resolutions of the Government of the Republic of Tajikistan, directives of the Ministry of Economic Development and Trade, as well as the Law of the Republic of Tajikistan “On Free Economic Zones”, the Charter of Sughd FEZ, and the 2025 work plan of the zone.
Currently, 44 entities are registered in the Sughd FEZ, 21 of which are engaged in production, construction, and service activities.
The total volume of industrial production in the first six months of 2025 amounted to 251.3 million somoni, which is 139.4% or 71.0 million somoni more compared to the same period in 2024.
The volume of construction and service works during the reporting period reached 1.85 million somoni.
It should be noted that the sales market for the products of Sughd FEZ entities includes, besides Tajikistan, countries such as Uzbekistan, Kazakhstan, Turkmenistan, Kyrgyzstan, Russia, Afghanistan, Azerbaijan, Belarus, Germany, Iraq, and Turkey.
The export volume of entities during the reporting period amounted to 86.3 million somoni, which is 186.6% or 40.0 million somoni more compared to the same period in 2024.
Direct investments in January-June 2025 amounted to 30.5 million somoni, which is 107.4% or 2.1 million somoni more compared to the same period of the previous year (28.4 million somoni). Since the start of Sughd FEZ’s activities, the total volume of investments has reached 248.8 million somoni.
Investments during this period were primarily provided by 9 companies, including Sayr Sughd LLC, Tajprof LLC, Afrang Plastic LLC, Tojpanel LLC, River Sughd Pharm LLC, Bunyodi Sughd LLC, Samandi Sughd LLC, Polinur LLC, and Sang Oro LLC.
During the reporting period, the total number of jobs in Sughd FEZ reached 950, which is 107.3% or 65 new jobs more than in the same period of the previous year (885 jobs).
In the first six months of 2025, Sughd FEZ entities contributed 6.5 million somoni to the state budget through income tax and social tax payments, which is 2.6 million somoni more compared to the same period last year.
During the reporting period, 25 meetings and virtual negotiations were held with domestic and foreign investors and diplomatic corps, and the Administration’s leadership undertook four business trips.
Beautification and landscaping work within Sughd FEZ territory remains a constant priority for the Administration, with urgent measures being implemented.
The Sughd FEZ Administration continues to enhance its activities to achieve the fourth national goal of rapid industrialization and will continue striving to strengthen achievements in this area, ensuring the timely implementation of the Government’s instructions, resolutions, and programs of the Ministry of Economic Development and Trade.
Media representatives held a Q&A session with the Head of Sughd FEZ Administration, receiving comprehensive answers to their inquiries.
In conclusion, the Head of Sughd FEZ Administration, Muhammadzoda M.S., expressed gratitude to media representatives for their continuous cooperation with Sughd FEZ and acknowledged their significant contribution to the region’s industrial development.
Afterward, media representatives visited several Sughd FEZ enterprises, including Afrang Plastic LLC, Sayyohi Sughd LLC, and Fortuna-Ko LLC, and had discussions with the management of these companies.

  

 

Corruption — an Undesirable Phenomenon of Society

Corruption hinders economic development, weakens the foundation of a democratic society, and negatively impacts the advancement of democracy. Moreover, corruption fosters the violation of citizens’ constitutional rights and strikes at the moral foundations of society.

In modern times, corruption is recognized as one of the most serious global challenges affecting all nations. It destabilizes national economies, violates human rights, undermines principles of justice, and generates social tension within society.

Corruption remains one of the pressing issues of contemporary society, which, despite numerous preventive measures, is still widespread in many countries, particularly in developing nations. This negative phenomenon manifests in various forms — bribery, abuse of official powers, offering bribes, nepotism in employment, and injustices — all of which severely hinder the state’s development and the investment environment.

Corruption refers to the illegal use of an official position or authority for personal gain. It can take the following forms:

  1. Bribery — receiving money or benefits for performing an official duty that falls within a public official’s responsibilities;

  2. Abuse of Power — using one’s official position to obtain personal benefits for oneself or others;

  3. Nepotism — employing individuals based solely on personal relationships and affiliations.

These actions are not only violations of the law but also erode public trust and investor confidence in fairness and justice.

Corruption affects various sectors, but in the fields of economy and investment, it has the following consequences:

  1. Reduced Investor Confidence — every domestic or foreign investor evaluates the legal environment and level of transparency before entering a market. If it becomes evident that corruption is present in permitting processes, registrations, or customs operations, investors avoid such environments.

  2. Negative Budgetary Impact — corruption leads to the loss of public funds and misappropriation of resources that should be allocated for the public good.

  3. Decline in Infrastructure and Service Quality — when contracts are awarded to close associates or through bribery, quality is compromised. As a result, roads, water supply systems, buildings, and other projects are completed with defects.

In this regard, the Administration of the Sughd Free Economic Zone consistently implements the following measures:

  • Promoting anti-corruption culture among staff and residents;

  • Strict control over the processes of providing public services;

  • Cooperation with the State Financial Control and Anti-Corruption Agency;

  • Regular training of employees on anti-corruption legislation;

  • Transparent and prompt consideration of appeals from residents and investors.

Additionally, to prevent corruption-related crimes, the leadership and legal advisor Mr. Nosirov M. regularly conduct awareness activities, including training and analysis of the Law of the Republic of Tajikistan “On Counteracting Corruption” and relevant articles of the Criminal Code of the Republic of Tajikistan, which provide for criminal liability for corruption offenses (Article 314 — abuse of office, Article 319 — receiving a bribe, Article 320 — giving a bribe, Article 321 — incitement to bribery, etc.).

Combating corruption is not only the responsibility of state bodies but also a civic duty of every conscientious individual. Legal entities and individuals must refrain from giving bribes and, in case of encountering such situations, report them to the relevant authorities.

Corruption can only be eradicated if all segments of society — the state, private sector, civil society, and mass media — act together.
