MEETING TO SUMMARIZE THE 2025 PERFORMANCE OF THE FEZ “SUGHD” ADMINISTRATION AND SET TASKS FOR 2026

 

On January 20, 2026, a working meeting was held at the conference hall of the FEZ “Sughd” Administration under the chairmanship of the Head of the Administration, Muhammad Muhamadzoda Sultan. The meeting focused on summarizing the results of the Administration’s and FEZ “Sughd” residents’ activities in 2025, as well as setting objectives for 2026.

The meeting was attended by the Deputy Heads of the Administration, heads of departments and divisions, as well as directors and chief accountants of the Zone’s resident companies.

The session was opened with introductory remarks by the Head of the FEZ “Sughd” Administration, Muhammad M. S. A detailed report on the 2025 performance results was delivered in presentation format by the First Deputy Head of the Administration, Nasimjon Abdughanievich Hakimov.

Muhamadzoda M.S. assigned specific tasks to the participants in line with the instructions and directives of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, particularly regarding the country’s industrialization policy and the special attention given to entrepreneurship and the creation of new jobs, as outlined in his annual Address delivered on December 16, 2025.

At the same time, the Head of the Administration positively assessed the activities of the FEZ “Sughd” Administration and its resident entities in 2025. He issued instructions aimed at further improving efficiency, enhancing infrastructure conditions, increasing the number of new jobs, ensuring timely payment for electricity and land lease fees, raising the average wages of employees, installing solar panels at enterprises, organizing community clean-up days within the Zone, planting evergreen trees and seasonal flowers on company premises, and continuing the construction of pedestrian pathways along the main roads of the Zone.

In conclusion, the Administration’s leadership provided additional guidance and recommendations to further intensify production and export activities and to attract both domestic and foreign investment.

On January 19, 2026, a delegation of investors from the Kyrgyz Republic visited the Free Economic Zone “Sughd.” The delegation was led by Mr. Elbek Khabibulloev, representative of the Kyrgyz Garment Association, Ms. Diloramkhan Duishabaeva, and Ms. Aigul Nurmatovna Zholdoshova, Head of the textile company LLC “Ecotex” of the Kyrgyz Republic. The purpose of the visit was to ознаком themselves with the activities and opportunities of FEZ “Sughd.”

The guests were warmly welcomed at the entrance of FEZ “Sughd” by the First Deputy Head of the FEZ “Sughd” Administration, N.A. Hakimov, and the Deputy Head of the Administration, D.M. Ne’matzoda. Today, the Administration of the Free Economic Zone (FEZ) “Sughd” received a delegation of investors from “Fuyou” Company of Yangquan City, Shanxi Province, People’s Republic of China. The delegation was led by the company’s Founder Mr. Fu Yuanshen, Director Mr. Guo Jianbin, and Deputy Director Ms. Yang Fuyan.

The Head of the FEZ “Sughd” Administration, Muhammad Muhamadzoda Sultan, welcomed the guests at the Administration’s conference hall and provided information about the activities, opportunities, incentives, and geographical advantages of FEZ “Sughd.” In addition, the Chief Specialist of the Department of International Relations and Investment Attraction, Ozodjon Halimboyzoda, delivered a detailed presentation introducing the specific benefits and conditions of FEZ “Sughd,” allowing the guests to become familiar with its incentives.

Mr. Fu Yuanshen, the Founder of the company, also presented brief information about the company’s main areas of activity, key objectives, and future plans. According to the company’s management, the enterprise is engaged in mining industry activities, including coal processing—specifically producing cylindrical coal briquettes from coal dust, packaged in convenient bags. These products are environmentally friendly and have a long burning duration.

The representatives of the company expressed their intention to establish a new enterprise within FEZ “Sughd” in the future, considering the abundance of coal deposits in the Republic of Tajikistan and its border proximity to the Kyrgyz Republic. The parties also discussed the potential establishment of a solar panel manufacturing plant within the territory of FEZ “Sughd.”

Following the meeting, the Administration’s management introduced the delegation to the available land plots within FEZ “Sughd” designated for the establishment of new entities.

  

  

Today, an agreement was signed to implement a two-year project aimed at strengthening the institutional and operational capacity of the Sughd Free Economic Zone.

International practice in enhancing export potential is built around systemic management, digitalization, sustainable investment, and integration into global value chains.

On December 26, 2025, a group of investors from the People’s Republic of China, led by Ms. Suji and Ms. Zhong Hebei, along with representatives of the rice processing and packaging company “Feida Jituan” (PRC), paid a visit to the Administration of the Free Economic Zone “Sughd”.

The guests were received by the Head of the Administration of the FEZ “Sughd”, Muhammad-zoda Muhammad Sulton, at the Administration’s conference hall. He briefed the investors on the activities of the zone and the existing incentives, emphasizing that the Administration of the FEZ “Sughd” is ready to provide comprehensive support for the development of mutually beneficial cooperation with entrepreneurs and investors from the People’s Republic of China.

Subsequently, the leading specialist of the Administration’s Department of International Relations and Investment Attraction, Rahimova Umedakhon, delivered a detailed presentation to the guests on the activities, incentives, and advantages of the FEZ “Sughd”.

On December 18, 2025, personnel changes were held in the positions of First Deputy Head, Deputy Head, and Head of the Administrative Office at the Administration of the Free Economic Zone (FEZ) “Sughd”.

The opening speech was delivered by the Head of the Administration of the FEZ “Sughd”, Muhammadzo da Muhammad Sulton, who warmly welcomed the representative of the Ministry of Economic Development and Trade of the Republic of Tajikistan — Head of the Department for Administration of Free Economic Zones, Khuseynov Jovid Mahmudovich — to the new Administration building.

Thereafter, the ministry representative introduced the staff of the Administration to the Order of the Minister of Economic Development and Trade of the Republic of Tajikistan on the appointment of Hakimov Nasimjon Abduganievich as First Deputy Head of the Administration of the FEZ “Sughd”, as well as the appointment of Ne’matzoda Dilovarsho Mahmadsho as Deputy Head of the Administration of the FEZ “Sughd”, wishing them success in their future work and activities.

At the same time, based on the Order of the Head of the Administration of the FEZ “Sughd”, Muhammadzo da Muhammad Sulton, the appointment of Nosirov Ma’rufjon Rustamjonovich as Head of the Administrative Office of the Administration of the FEZ “Sughd” was announced.

On December 11, 2025, the award ceremony for the winners of the national competition “Best Exporter of Tajikistan” was held at the Hyatt Regency Hotel in Dushanbe.

The event was attended by the Deputy Prime Minister of the Republic of Tajikistan, Sulaimon Ziyozoda; the Director of the Export Agency under the Government of the Republic of Tajikistan, Bahriddin Sirojiddin; heads of domestic and foreign companies and enterprises; representatives of organizations and institutions; as well as entrepreneurs.

It was a matter of pride and honor for the staff of the FEZ “Sughd” Administration and the entities of the zone that the Free Economic Zone “Sughd” was declared the winner of the “Best Exporter of Tajikistan” competition in the nomination “Best Exporter of a Free Economic Zone” and was awarded a prize and a diploma. It is reported that the prize and diploma were presented to the Head of the FEZ “Sughd” Administration, Muhammadzo da Muhammad Sulton, by the Deputy Minister of Industry and New Technologies of the Republic of Tajikistan, Aziz Nazar.

It should also be noted that FEZ “Sughd” entities — LLC “Donai Almos”, LLC “Sayr Sughd”, and LLC JV TT “Tajprof” — participated in the “Best Exporter of Tajikistan” competition and were awarded prizes and diplomas.

On December 8, 2025, investors from the Islamic Republic of Iran — Mr. Nasir Shohkarami, Consultant of a dried fruit processing enterprise in the city of Khorramabad, and Dr. Vahid Mostavi, Representative of a pharmaceutical company in the city of Tehran — paid a visit to the Administration of the Free Economic Zone “Sughd”.

The Head of the FEZ “Sughd” Administration, Muhammadzo da Muhammad Sulton, warmly welcomed the guests at the Administration’s conference hall and, in his opening remarks, highlighted the development of bilateral relations between the two friendly and linguistically related countries. He emphasized that these relations are being strengthened under the leadership of the Heads of State — the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan, H.E. The Deputy Head of the FEZ “Sughd” Administration, Nasimjon Abduganievich Hakimov, warmly welcomed the guests at the entrance of the Administration building and provided detailed information on the activities, advantages, and incentives of the zone, also expressing readiness to establish cooperation with investors from the People’s Republic of China.
